I suggest you look into Evostream Web Services. We have an plugin for Load Balancing. The Load Balancer web service ensures that a group of EMS instances maintain the same collection of inbound (source) streams. When a new stream is created on one EMS, this web service will tell all the other EMS instances to also get that stream.
It is available for free on our downloads page and the documentation provides a description for how to use it.
