I mean if some one else set my EMS IP in his config.ini file, how can I aviod this if no password set?

The Evostream Web Service is configured by You. You are the only one who sets up what should be allowed or denied on config.ini. No need for a password for that.
Please read the user guide for Evostream Web Services. The documentation provides a better description for how to use it.
