is it possible to have a lazy streaming even for live streaming, meaning if no clients connect to server, the server doesn’t pullstream the source? is this to be done or is there any option/configuration already aviable.
the purpose would be to save band when there are no requests from clients.

If how I understood your question is right, then I guess what you’re pertaining to is the lazy pull functionality of EMS. This is where a pullstream only happens when a client media player requests a playback of a special file which contains the pullstream parameters.
