There are no license restrictions on the number of users, it limited by your bandwidth and processor. For example, an I5 processor can easily stream to 30k users.
If your Hauppauge PVR can support RTMP it should work.

My internet package that I pay for is 50Mbps download and 5-10Mbps upload.. . I have an 8 core processor too
