This is possible with EMS but with slight tweaking of the transcode script probably. EMS can push a stream to udp using mpeg-ts transport. All the encoding parameters you mentioned except the Someone wrote:
video mode: PAL
is already built-in the transcode API of EMS. To get the PAL parameter in, it needs to be customly added to the transcode script. But this is doable.
