Make sure that you typed the command correctly. Sometimes, especially in Windows telnet, pressing non-ascii characters messes up the command. This also happens if you copied the command from an editor copying other white space along with it. Someone wrote:

This could be due to a permission issue. Make sure that EMS has write permission in /var/www/html. Let us know how it goes. Thanks. Xai
