Answer for Playback Pre-Recorded Video

Hello Bonnie, in general, the "best solution" will be linked to the required workflow. I like to give you another hint to think about. If you record "1 hour files", it will be easy to find the corresponding position with cueing because Minutes of the hours correspond with the time in the video. – But if someone need to download (maybe via a small link) the files are much more bigger than smaller chunks, which will generate delay. – Additional the recording of chunk is maybe still running when you require the file to play, which sounds like another small disadvantage – additional work to-do "automated post cutting" of the big chunks into the real required part to lower download volume – if unlucky you will need to play 2 files if event crossing the full hour If you have to focus on "fastes download" i would record small chunks which can be accessed/downloaded fast without additional needs. – As well it may be needed to play 2 (or more files to continue). Of course it´s possible to concat them later or concat by a autogenerated playlist. I personal would think about the time between an event happen and the need to replay the file. Then i would round this time to a multiple of "human understandable timing" in example 10 minutes.
