Adaptive Bitrate streaming for HLS

Hi, I have a RTSP input from a camera source which is capable of providing multiple resolutions. I am able to create an HLS stream out of it , however the stream is neither multi bitrate nor adaptive bitrate, how can I create an adaptive bitrate stream out of it. I don’t want to use Mpeg-Dash or HDS standard.
