Forward a MP4 file as a RTMP stream

I have a MP4 file accessible via HTTPS.  Can the EMS access the MP4 file (over the Internet) and present the content of the MP4 file via RTMP? That is, a user accesses the EMS for a video content; on the fly, the EMS accesses the corresponding MP4 file over the Internet through HTTPS and present the video content to the user via RTMP. If the above mentioned operation is allowed for the EMS, what configuration should I make on the EMS?
