latency with live streaming

We are currently facing a problem with live stream delay on our mobile apps.
The inbound streams are currently all RTMP.
The translation goes fine via RTMP.
But when it comes to a mobile version, we have two options: RTSP and HLS.
HLS starts faster, but we get an unacceptable ~30 sec delay compared to real-time.
RTSP goes nearly real-time, but there’s a ~20-30 sec delay before the video starts.
The server is ~200ms away, but the delay is here even if we try to watch the video on the server itself, via RDP.
Would you please advice what can be done?
