Maximum number of streams

Hi everyone how many users are supported concurrently by a single insance of Evostream server? what are bottlenecks and limitations for VoD? how can I scale a server to this amount: "Serve 30,000 clients with a simple Intel i5 based desktop! " (from here https://evostream.com/products/features-overview/) Thanks in Advance
