Persistent aliases versus semi sticky aliases

Is there a way to make stream aliases always available i.e. until the instream stops? My scenario is that I user rooms where a user can stream their video to a room using a third party broadcaster so I want the stream names not to be available to all users otherwise they would be able to stream on other uses channels. I think this is a common scenario and I have this working. However on the outstream side users will obviously be entering/exiting the page with the stream very frequently. They also have the ability to pause or restart the stream. So I am wondering if there is a way to make stream aliases persistant without having to do the semi sticky method? If there isn’t a way why not? It seems a little inefficient and potentially prone to connection issues to be recreating a stream alias every time a user stops the stream or leaves the page. Are there not potential issues with users not being able to connect because their request to connect occurs before a new alias is created? If it is not possible how come?
