publish on the streaming server

I am developing an application to track a school route. The application must also issue and record a video of what happens inside the route. This video must be able to be viewed on the Internet by parents of students. I have doubts about how to program for the video was published on the streaming server. The application is being developed with HTML5 and phonegap.
