reencode RTSP?

i need to now if is possible to reencode rtsp to hls . or you need to trascode rts to hls ? if is possible? and in that process is possible to put overlays to video , and the transcode part support multi resolution .IF i have 1080p input rtsp stream and the output is possible to configure in 3 resolution : like 1080p , 720p , 480p with overlays over video. And for VOD what is the time for example to transcode a 3 minutes video 720p ( 100 Mb) with 2 intel cores , and what kind of format support?
