RTMP over UDP

We received live stream on RTMP protocol, we need encoding it and re stream as below parameters over UDP protocol.
video mode: PAL
video codec: MPEG2-TS
aspect ratio: 4:3 or 16:9
resolution: 720 X 576
Stream Protocol: RTP or UDP
BW: constant
Packets: Null
