RTMP Video Jitter but smooth audio

I\’ve tried 3 different encoders on iPad and iPhone, but all have video jitter.
Teradek Live:Air and Live:Air Solo as well as Nano Stream. All had the same issue. Regular freeze frames on the video stream, but smooth consistent audio stream.
This is using the same ingest point as I\’ve used with a VidiU and OBS, sending a websocket stream to FlowPlayer with no problems.
Tested encoder settings
Bitrate: 500, 750, 1000kbit on 4G and wifi.
keyframe interval: 0.5sec, 1.0s, 3.0s,

fps: 30, 25. Adaptive bitrate on and off. All gave the same results. It\’s not a bandwidth issue, because speedtests showed over 10mbit up on wifi and 4g Any suggestions to fix the freezing, or recommended encoders for mobile devices? Preferably iOS. Thanks,
