RTP Stream ingetion

Does EMS support RTP input ?? I did not see Plain RTP stream ingetion support.
RTP is supported only over RTSP ??
I have MSO where RTP multicast streams (MPTS/SPTS) are coming from IRD through VLAN.
and incoming RTP should be transcoded to 1080p, 720p, 480p and 360p. Is this possible using EMS
