Some stream are not openend / white

Hi guys, I have several user who want to connect to our server. The all use a webcam and 70% works fine! the can connect to the evostream server with Flash and other user can look at them through a stream. But 30% of the user the webcam wont start or gives no stream to watch. Is that a knowsn issue with Flash and is there a other option to solve this?
