stream video files

I am going through the installation documentation and have a question.
We want to be able to stream video files, can this be done? We have, by example a mpeg clip, which we want to upload and then make available as a stream. Can this be done and how?
It is not clear from the documentation that I find.
What I would like to be able to do:
– Use web user interface to upload a movie clip
– Make this movie clip available through a (fixed) streaming url
Is this possible?
