VoD on mobile devices by evostream

I have an app for android OS, and want to stream a video as VoD by EVO to clients. I generate the Link according to tutorials, I play it back by vlc or android media player in my app.
But there is big problem, that is the delay before starting of playback, which some time it is for 20 seconds, the network connection is excellent, but every time we have delay.
what can cause this delay?
