When i try to stop recording a stream, it terminate stream

When i try to stop recording a stream it also terminate associated stream.
I have used ShutdownStream command and passing stream id as parameter.
As per your manual if we use streamId as parameter, then it should not have terminate the stream also.
Please explain if i am doing anything wrong.
